PAFF 6319 Public Finance Administration

This course defines and analyzes the formation, management, and administration of fiscal policies at all levels of government in the United States. Students analyze budgeting processes and the practice of resource allocation in the public sector. The course structure is a survey of the field of public finance focusing on policy and theoretical frameworks of revenue and expenditure choices at all levels of government. Topics covered include the development of public finance systems, analysis of the techniques and skills of public sector employees that implement fiscal systems, and public policy implications. An overview of budgetary reforms, successes, and failures is evaluated to give students a broader understanding of public budgeting and finance.
